        WORK EXPERIENCE

Lead Health Policy Specialist, Latin America and the Caribbean Region, The World Bank, Washington DC. (Since March 2003).

Senior Health Systems Specialist, Social Security Policy and Development Department, at the International Labor Organization (ILO).  Previously in ILO, Regional Director for Latin America and the Caribbean  for the global program on Strategies and Tools against Exclusion and Poverty, Washington DC. (February 2000 - February 2003).

Member of the WHO Commission on Macroeconomics and Health, working group 2 (International Public Goods), (August 2000 - December 2001).

Founder and CEO, "Latin American Center for Health Systems Research" (CLAISS), Santiago, Chile. Responsible for managing more than 30 projects on health systems, health economics and public health for WHO, World Bank, PAHO, CDC, USAID and other government and private organizations. Extensive consultant work in health system financing and health sector reform in the Latin America and other regions, inter allia: Argentina, Chile, Paraguay, Peru, Uruguay, Hungary, Poland and India. (December 1997 - February 2000).

Member of the core writing team, and leading author of Chapter 5 (health financing), for the World Health Report 2000, World Health Organization , Geneva, Switzerland. (June 1999 - May 2000).

CEO, Chilean National Health Fund (FONASA).  FONASA is the equivalent to the Chilean Public National Health Insurance, serving a population of 8.6 million affiliates and an annual budget of approximately two billion US dollar. (October 1996 - November 1997).

The World Bank, Washington DC (August 1994 - November 1996). Health Systems Specialist in LAC Region. Task Manager for Projects in Argentina and Uruguay. Technical Advisor for projects in Paraguay, Argentina, Ecuador and Peru. From 1992 until 1994, extensive short term consultant experience with the World Bank in Costa Rica, Nicaragua, Ecuador, and Venezuela. 

Ministry of Health, Chile. Chief (1990- 1992) of the MoH-IBRD projects, then, Director of the Division of International Finance (1992-1993), responsible for the overall implementation of all MoH-IBRD, MoH-IDB and MoH-Bilateral Cooperation Projects in the country. (March 1990- July 1993).

Corporación de Promoción Universitaria (CPU), Chile. Public Health associated researcher. Coordinator of the preparation of the health sector investments projects for President’s Aylwin health sector government program to be negotiated and implemented between 1990 and 1994.(December 1986 - February 1990).
